Under Component 2, SEA:STARS, which stands for Seas of East Asia Strategic Action for Resilience and Sustainability, is the updated framework for the TDA-SAP process.

Objective: Strengthen knowledge-based action planning for habitat and pollution management. The TDA identifies cross-border environmental problems and their root causes, and the SAP outlines actions to address them.

Core focus areas:

  • Transboundary Diagnostic Analysis (TDA): Updating the TDA (last done over 25 years ago ) by grounding the analysis in the three planetary crises (Climate Change, Pollution, and Biodiversity Loss).

  • Strategic Action Programme (SAP): Updating and revising the SAP, including prioritizing national management actions to address climate variability and change.

Key deliverable: Ministerially adopted Transboundary Diagnostic Analysis and a revised Strategic Action Programme.

Current progress: The TDA-SAP work is a core focus and has a detailed, well-structured work plan. The goal is to deliver the revised SAP in time for the October 2026 COBSEA Intergovernmental Meeting (IGM). The TDA team is progressing well, with national and regional TDA reports due by November 2025.

The SCS SAP Project assist countries in meeting the targets of the approved Strategic Action Programme (SAP) for the marine and coastal environment of the South China Sea and Gulf of Thailand through implementation of the National Action Plans in support of the SAP, and strengthening regional co-ordination for South China Sea and Gulf of Thailand SAP implementation
