The SCS SAP Project Steering Committee (PSC) is established as the primary policymaking body for the SCS SAP. Its role is to provide managerial and governance advice to the project, and to guide the SCS SAP Implementation Unit in the implementation and monitoring of the overall regional project. The SCS SAP IC will also provide a regional forum for reviewing and resolving national concerns, reviewing and approving annual work plans and budgets, and provide a regional forum for stakeholder participation.

The SCS SAP Project assist countries in meeting the targets of the approved Strategic Action Programme (SAP) for the marine and coastal environment of the South China Sea and Gulf of Thailand through implementation of the National Action Plans in support of the SAP, and strengthening regional co-ordination for South China Sea and Gulf of Thailand SAP implementation
