 The First Meeting of the SCS SAP Project Steering Committee (PSC) was held
  via teleconference on June 29-30\, 2021\, to conclude the Project's Incep
 tion Phase and launch its full implementation. The core objective of the S
 CS SAP Project is to assist six participating countries (Cambodia\, China\
 , Indonesia\, Philippines\, Thailand\, and Viet Nam) in meeting the target
 s of the approved Strategic Action Programme (SAP) for the marine and coas
 tal environment of the South China Sea. The meeting was critical for forma
 lizing the project's management framework and implementation arrangements.
  Key objectives included: presenting and discussing the Draft Inception Ph
 ase Regional Report \, reviewing the current status of planned national-le
 vel activities \, and discussing and adopting the Rules of Procedure and T
 erms of Reference (TORs) for the Project Steering Committee \, as well as 
 the TORs for all Regional and National Committees and Working Groups. Most
  importantly\, the Committee was tasked with discussing and adopting the r
 evised workplan for 2021 and the project budget. The PSC\, which is compos
 ed of the chairs of each country's Interministerial Committee (IMC) and Na
 tional Technical Working Group (NTWG)\, provides project oversight and aut
 hority\, operating on the basis of consensus. The adoption of these docume
 nts paved the way for the national execution of activities and the officia
 l launch of the project at the subsequent Inception Workshop.\n \n{loadmod
